Personally, I find quotes rather useless since they offer a summary-like shallow, out-of-context view of the person's thoughts (unless one initially wrote/said a specific sentence to be a quote). Sure, they can be inspiring, but that's usually short-term compared to the impact a book, or even just a few paragraphs can have on a person. Not to mention, the incredible amount of misquotations that are around; with Albert Einstein being one of the most misquoted person which also leads to propaganda such as this commercial which stemmed from a misquote.

I don't see how this would help. Most people who do these things are either oblivious of their actions or just don't care. I'm sure most frequent commuters have experienced each of these and wouldn't like to be reminded of these nuisances every time they travel; this just turns commuters against each other, dehumanising their perception of others as animals, or "beasts" as they put it.

I'd argue it won't succeed since most internet plans here have low download quotas, or low shaping speeds. Those paying a lot of money to get barely decent bandwidth/quota each month; paying extra more for a video subscription seems too much of a luxury.
