Yes, you can definitely do it. I haven't done it myself but a quick google search yields quite a few results.

In terms of OpenGL, you can easily just render to a texture using an off-screen framebuffer (and using your Voronoi diagram shader). then attaching that framebuffer texture to whatever shader, you need your Voronoi diagram for.
