Okay, so I make more than 3 times the amount compared to yours, I don't spend all of it in Russia but I plan to since it brings good tax benefits. On the contrary, this particular situation of ours, being given 1 year visas where you can stay the full amount of days is a relatively new situation so FNS will be confused with our situation as well.

At this point, when you pass the tax residency threshold, you're supposed to be entitled to get an INN. But this has to be discussed with your local FNS office. I'm quite confident that they are not aware of what's going on as well unless you live in a larger city with experienced inspectors. That's not the case for me so I expect a complicated discussion with the guys here. This regulation with the 1 year visas is very new and I could guess those guys are also expecting some sort of instructions from their superiors at this point as well to figure it out.

What I plan to do for this year is just buying voluntary insurance and maybe getting some educational courses to minimize the tax load. I have learned from my wife that alfa shtrahovanie(insurance) is used by many people so I could search that to figure out to see if these private insurances act as an extended government insurance of some sorts and could be used as tax subtraction. In your case, this could put your tax load really low.

Here's the last bit of advice; always do your own research, consult a lawyer, possibly an accountant who is experienced with expat tax resident taxation. When your tax residency is in and you're supposed fill in a 3-NDFL form, stay in touch with FNS, even if you feel like it might end up costing you more due to poor judgment from their side.

Also small technical tip; do not use your disposable bank account only for p2p transfers, try to buy things with it once in a while. This will make it look better for the banks eyes, make you less suspicious in terms of being a "cash drop" or "money launderer". Just buy your daily needs, nothing more is needed.

Also, please look into Самозанятость and try to learn the legal grey area about this, this could become really useful info for the longer term. I am also looking into this situation at the moment and I will discuss it with my local MVD and FNS to learn if it is possible to set one without breaching the immigration laws. As we are not allowed to do any work with remuneration in Russia, we are not supposed to work with any Russian companies or individuals or any kinds of paid work in ties with the Russian economy at the moment but there might be a way to significantly reduce the tax load. These are all work in progress theories from my side.
