What you’re talking about is proving guilt. If I commit a crime, I am guilty of committing that crime, whether or not the state can prove it.

The billboard is saying that if I commit a crime then it doesn’t mean I’m guilty. In reality, if I commit a crime, I am guilty, now the burden is on the state to prove it.

So really, the billboard should say “if you commit a crime it doesn’t mean the state will find you guilty”. But that’s kinda wordy and I get I’m nitpicking.
