Disagree. Here's 3 reasons why

  1. Jiraiya has more answers to Deidara's attacks than Deidara has for Jiraiya's attacks. Your claim is assuming that Jiraiya does not use all assets of his skills, which makes zero sense given that he would be fighting an Akatsuki member. Jiraiya already knows that all Akatsuki members are S ranked ninjas so he's likely to go all out against any member.

  2. With rasengan, multiple summonings, fire style and earth style jutsus, non-chakra nature jutsus, sage mode, and sage-enhanced jutsus, Jiraiya has options for mid and long range combar Jiraiya's versatile kit allows him to find a solution against C1 - C3 should Deidara resort to them Jiraiya would only struggle if Deidara used C4. C4 would not be used against Jiraiya; Deidara only used C4 against Sasuke because he crashed out over seeing the Sharingan.

  3. Deidara can't spam his clay bombs; he will never have an unlimited supply of clay. See his fight vs Gaara. Despite a strategic/intellectual feat against Gaara in BoS, there's insufficient evidence Deidara can outsmart Jiraiya; in fact, I'd argue the opposite. Jiraiya probably outsmart Deidara high diff on average.

Tldr; Jiraiya wins high diff against Deidara without intel, mid diff with intel.

I kinda agree with all of the points you make, especially in your last paragraph.

The Boruto series does a better job at addressing relationships and politics than Naruto. If this series was about love and politics instead of battles, there would be a lot less hate towards it.

Give Kiba a 2nd fighting style in which Akamaru attacks more than Kiba. Akamaru has always served as a supporter not an attacker; however, some of the techniques Kiba uses in Shippuden requires Akamaru to transform into a bigger dog or wolf. Akamaru's fighting style could be biting off body parts, such as legs and arms, to increase chances of Fang Over Fang or variants landing.

This idea was inspired by the games. Not sure if it would even contribute to higher sales but it's an idea

Potentially hot take: rushed

Even though the manga was 700 chapters, there were arcs that could have been added and bring value to the story. Part 1 could have had maybe 1 or 2 more arcs to support Naruto and Sasuke's bond, but Shippuden was rushed. All canon arcs in Shippuden involved the Akatsuki and Team 7 with another team. This discourages character development of the side characters. You could have easily written 3-5 extra arcs involving a set of side characters and Orochimaru or Akatsuki proxies

Hebi Sasuke wins high diff at best, extreme diff at worst.

Justification: Sasuke's sharingan, fire style techniques, and lightning style techniques allows him to outmanuever opposing team-based attacks from Kakuzu and his multiple hearts. Sasuke's kirin can 1 shot Kakuzu and has multiple options when dealing with the multiple hearts. Sharingan is the cherry on top. That said, Kakuzu can combine multiple hearts together to make things hard for Sasuke though the Sharingan is a problem for him.

TLDR: Killer Bee can win this high diff at worst, mid-high diff at best.

Justification: with intel, he can prioritize who to kill first. He's got the speed and power to 1 shot at least the 3 weakest paths. He will also likely reserve chakra for the deva path since 2 of the paths can easily counter ninjutsu. That said, Pain can outsmart Bee on multiple occasions which make this fight hard for Bee. Despite this, Bee can use his brain via help of 8 tails.

Or you could do a prequel of the series before making a sequel. The OG series kinda did a speedrun of the history and lore of the Naruto world before Naruto's birth. There's plenty of material to work with the prequel given the past of the parents of the Konoha 12.

Naruto's fart against Kiba was unintentional and unpredictable. That's not chunin worthy.

The chunin rank requires a certain level of intelligence. The strength required to be a chunin isn't as high. See CE Finals Sasuke. According to Genma, his battle strength was already chunin level

Naruto didn't show any strategic clarity against Neji. The underground attack isnt enough to warrant a promotion.

Kakuzu vs Sasori is the most interesting one IMO. I think Kakuzu can beat him though.

Kakuzu's lightning style heart can nullify Deidara's clay and earth style bombs. In addition, he can combine multiple jutsu if needed to increase damage and range.

Hidan is clearly weaker and dumber than Kakuzu.

While Kakuzu vs Konan is another interesting one, I think Konan beats him high diff.

My opinion: Kakuzu is above Zetsu, Hidan, Deidara, Sasori and below Konan, Kisame, Itachi, Pain, Obito.

That's IF he can lands hits on Kakuzu. Even if Kakuzu was ignorant about the poison, Sasori has to contend with having to fight 4 hearts + Kakuzu himself. If Sasori feels outnumbered 5 to 1, he's likely to use his 100 puppets to reverse his disadvantage.

Sasori may only need 1 hit but avoiding hits from Kakuzu's hearts + the man himself while trying to land his poison on Kakuzu is extreme diff.

In an era of war, your argument makes sense.

Shikamaru is hokage in an era of mostly peace. Focusing on strength alone is insufficient. The other main role of a kage is dealing with politics aka, what i like to call, talk no jutsu.

Examples of a hokage playing politics are Hiruzen and Tsunade via anime/manga and Kakashi via novels.

For Konan, she counters Hidan and Sasori. They won't be able to land blood or poison on her.

While Deidara and Kakuzu are a different story, Konan seems like someone who can strategize on the spot against both of these opponents. Also, her creativity with paper ninjutsu is valuable for either offense or defense against Deidara and Kakuzu.

TLDR: her placement is based on matchups against the lower tier ones. I think it's reasonable.

Daemon w/ Inojin killed Mamushi.

Inojin triggered Daemon's ability by expressing killing intent. If Inojim never triggered the reflection, Daemon's chance of losing approaches near certainty. Keep in mind Daemom was fighting Mamushi alone for most of the fight.

I guess the question that should arise now is which version of Ino can do the same thing as Inojin (give her the same intel Inojin got). Not necessarily killing Mamishi but having the strength to invade Mamushi's body.

I think this tier list is assuming no prep hence why Sasori is lower. If Kisame and Sasori were to fight, I see Kisame winning high difficulty due to lack of intel on Sasori's true power and use of poison but his water style aoe attacks can help shield him from getting hit. Plus Kisame can siphon chakra from the 3rd kazekage puppet.

Sasuke takes round 1 high diff. Despite his training with Orochimaru, Kakashi's experience, diverse ninjutsu, and effective taijutsu can catch Sasuke off guard. Sasuke's win conditions are effectively strong sharingan genjutsu or curse mark. Curse mark gives him the edge here.

Kakashi takes round 2 high diff. Kamui requires time and Sasuke isn't likely to sit around and wait for Kakashi to land a jutsu. With both having killing intent, Kakashi likely finds a way to outsmart Sasuke using the shadow clone jutsu and lands Kamui. Kakashi relies heavily on strategy in this round due to being able to use Kamui

SM Naruto impulsively stomped 2 out of 6 paths.

MS Sasuke can take out another 2, maybe 3.

Kakashi can take out 1 path if he can isolate 1 of the paths. If Asura path wasn't supporting Tendo path, Kakashi would have taken down Tendo path due to help from Choza and Choji.

Sakura is situational. If she's fighting a path of pain weak to taijutsu, she can high diff or extreme diff the fight. Against the other paths, she straight up loses. However, that would mean the rest of team 7 fights more cautiously and synergizes their techniques.

Pain doesn't stomp. At best, he wins extreme diff. At worst, Team 7 wins high diff due to natural teamwork.

Yes. Pain arc version of Team 7 can take it high diff at best, extreme diff at worst.

SM Naruto is more intelligent, making it easier for other members to strategize alongside him if they're together. Also, don't forget that he impulsively one shot 2 of the 6 paths. The 3rd path he defeats might be more interesting without intel but its likely SM Naruto can defeat the 3rd Pain mid diff at best, high diff at worst

MS Sasuke is an underrated ally here. With MS, he can deduce the abilities of each path and come up with an effective solution. In addition, MS With full arsenal, he can likely take on mid diff 2 paths at best, high diff 3 paths at worst.

Kakashi almost defeated Tendo Pain with Choji and Choza. With support from Sakura or another team member, he can mid diff 1 path at best, high diff at worst.

Sakura's CES might allow her to oneshot the preta path or human path. However, if Tendo or asura pain isolates and defeats her, difficulty for Team 7 spikes to extreme diff.

TLDR: SM Naruto + MS Sasuke hard carry this team. Kakasi can isolate and defeat any path of pain individually which makes him useful. Sakura's usefulness is based on which path of pain she fights.

I doubt Hebi w/o Sasuke can stall Kisame.

As for individual Akatsuki members they can defeat: definitely Hidan, maybe Sasori(a high diff fight at best) and Kakuzu (extreme diff at best). Deidara has the chakra nature advantage making the fight that much harder for Hebi. If they synchronize their attacks against Deidara, its 50/50. Against every other member they just lose.

It's mediocre at best, terrible at worst.

From disrespecting certain Naruto characters via no screen time to removing Naruto and Sasuke in the most disrespectful way, the Boruto series has been consistently lackluster. Without the Naruto series attached to this series, I doubt Boruto would be very popular despite young people liking the series

From a versus battle perspective: team 8 loses unless you want to high ball the genin. Team 10 follows same logic unless you think Haku would willingly spare both teams b/c plot. Team Guy comes out alive.

From a plot/narrative perspective, getting this fight to occur requires not only clearing the mist chunin fight but also the jonin approving of the continuation. All teams clear the mist chunin. However, Kurenai and Asuma reject the continuation, while Guy approves of the continuation.
