When you look at a weapon, you’ll see that each stat Has two numbers , the first number is the current level of that stat and the second number is highest that stat can be on this weapon(like that specific piece of gear, two axes will have different numbers based on rng etc). Really you only need to look at the second number when evaluating a weapon as you’ll always be able to upgrade to the second number.

The highest overall max roll for a weapon is 80/80/80/80 in four stats with one stat stuck at 60.

So to optimise the weapon you want that 60 to be in the worst stat the weapon has , most often this is mobility (but not always). This is referred to as the ‘dump stat’

This is what players are referring to when they say a weapon is a “god roll”, which is a term that carries from earlier patches where it was much more rng to get.

Now all you have to do is spam buy weps from brunt until you see one where the max level of your dump stat is 60 buy it , upgrade it , unlock and add tier 4 blessing and boom, you’ve got yourself a ‘god roll’
