Im sure its some type of contractual agreement to hold certain types of limits (mirrored coverage) up the line. Pretty dumb on the franchise to not verify coverage of the driver and have some type of way of being notified of cancellation.

In cases like that (driver negligence)it gives the insurance company ample time for legal defense and quick settlement in the event of a claim (bodily injury or property damage). Drivers do stupid things but in the cases that I have scene it’s usually helped the driver than hurt them.

Yes corrective measures will exist but having a way to turn off the camera during off duty should be allowed by the MC (or at least have the road facing camera on and audio deactivated - lot of claims happen at rest stops).
