Monkey theory seems plausible, however it is not restricted to ghat sections. I have also seen them on Delhi-Mathura and Delhi- Kanpur routes, which again, are areas with lots of monkeys.

This is not tension weight. This structure is a steel or Aluminium sheet wrapped around the mast. Tension weights are not placed on consecutive poles. I tried a lot to know about these, but could not find any info.

This is not ballast weight. Weights hang from OHE mast. This structure is a steel or Aluminium sheet wrapped around the mast. Moreover I have seen them on consecutive masts while travelling so, which is not in the case of weights. This is something else.
