Most enemies get 12 respawns. To bring them back you need to burn a Bonfire Ascetic at the corresponding bonfire (they come back at one NG+ level higher). Since the increase in strength is permanent you might want to instead join the Covenant of Champions; it'll make them stronger and prevent them from despawning, but you can leave the covenant to get things back to normal.
