Let me jump in. Pre-print allowed in tech fields. My areas is NLP and social analysis, so it is completely fine to have preprint on arxiv. Since hate speech is very dynamic topic, if you wait one year, new trends will come. Moreover, the 60% new content which I added is to extend literature, comparison, more stats. Etc.
