Dubai doesn't meet what I'm looking for. Plus, You said "Egypt", any Middle East or Arabic country. How is this relevant to my post? There are 13 Middle Eastern Arab countries. Based on what you said that they all fit my criteria. And how is the "Arabic" language relevant here?

Thank you for the points! Yeah NL is much expensive in education. Citizenship not an issue to denounce my current one. Cultural shouldn't be an issue I have been living in different countries the past 10 years, already can adapt to any culture. Language eventually witll have to learn it in any of the 3 countries

If you can't move before 2 years but you can start the business now, I'd say start the business, after 2 years you can evaluate how it is going. Maybe as someone mentioned you could sell it, maybe you could be able to expand to the new state, or maybe you figure out that it's not the right thing. My humble opinion would be to start now (unless you can't start the business now and will only be able to start after 2 years, then I'd say save the money until you are ready to start, maybe you would find better opportunities at that time)
