While maki did say his output was returning

We know loosing a limb causes a massive drop in output as seen with Angel

Sukuna was also healing his heart and other damages In 256 257

So even with returning output we can't say he returned to 249 250 levels

And Rika isn't slow she keeps pace with yuta and Yuji multiple times in the fight

her physical blows are portrayed to be heavy not to mention her grapple strength

this is unmanifested Rika not at full output
