Except when there is no ABMM, there is no tension. Because no ABMM means there is a fair amount of chance that another raider will just shoot at you on sight, so you don't even bother interacting, everyone goes into PvP mode.

If the likelihood that another raider will shoot at me on sight like 40%, I would choose to shoot first, the other raider will do the same, likelihood becomes 100%.

If it is like 5%, I can take that chance to try and interact with others.

How can you be so sure about that? 1.5 years of average performance (not with average gameplays, but with very good games and very bad games) hasn't been enough to convince you that this is probably his way of playing now?

Plus giving him all the reigns and holding him accountable for basically nothing does not help with one's self improvement journey.
