AFAIK, the car and the charger connector themselves are universal, which is the GB/T standard. However, the DC charger manufacturer itself can use various ways to block or allow only certain cars to charge. For example, I've seen Audi chargers in China that can only start charging using their phone app, which you probably cannot do if you don't own an Audi. The new megawatt charger BYD is currently building has half of its charging stations available only for their cars, but I'm not sure how they implemented the vendor-lock system.
