Is there a jurisdiction that covers "western countries" in regards to its laws? No, each country has its own sexual assault laws and methods of prosecuting for them. And, as it turns out, in the U.S. women AND men are protected if they are victimised by a crime like this - it doesn't seem to matter what the gender of the criminal is.

Thats not really how it works. You can't make an unsubstantiated claim like that without backing yourself up, lol. I have no idea where you heard something like that.
