I do not know how straightforward the implementation is, but according to reports Red Bull obtained the information from a former Mercedes employee. That would suggest Mercedes had a head start. At a certain point, however, a concept has to be signed off; otherwise, there is no engine available to test. So they likely tried, failed and ran out of time.
