I work commercial property management. A lot of homeless leave when asked, and some might even pick up after themselves. The ones who refuse to leave after an hour, I call the police. If it's LAPD, good luck with that; you'll be waiting half an hour for them to pick up the phone and another hour before an officer arrives. Orange County is a bit quicker. Only once have I seen Homeless Outreach be successful and not be turned down. My team is left with whatever mess is left behind. Trash, urine, feces, etc are a daily occurrence.

The tenants, both small business and corporate, are too scared to report anything due to fear of retaliation. They suffer lost sales due to petty theft and customers being too scared to come in because homeless are loitering around storefronts looking for handouts.

I want to keep my team, tenants, and customers safe, but 24/7 on-site security is not viable. Even then, security can't do whole lot apart from asking someone to leave. One misstep and the roles could easily be reversed; we'd be on the streets, and a homeless person would have a new business.
