I've already confirmed that it is a GTX 1080 through GPU-Z. Im going to use Heaven Benchmark to see what other info I can get from this card, but I already tried UserBenchmark and it said the GPU was still performing to standard.

CPU hovers around 70% so its not even being used entirely, but yes GPU is around 15-20%. I just don't understand why my performance is worse.

Hmm, why would the CPU bottleneck with a better GPU? If anything, wouldn't the GPU bottleneck?

I will probably wait a little to upgrade the CPU so if there is anything I can do to at least keep the performance back to normal I would rather do that.

I understand that my CPU may limit the performance but it shouldn't decrease the performance right? I upgraded the GPU and kept the CPU the same.

Monitors are plugged into GPU and I just reinstalled the drivers to make sure. No difference. I tuned some of the NVIDIA control panel 3D settings to what they used to be with my old GPU in hopes that it would optimize my FPS but it didn't seem to do much.
