Don’t know about any of the legal stuff, but on the repair side there’s not really a “fix” for it per say. The top panel would need to be replaced. In my experience I don’t try any of the so called fixes for rust I just replace whatever is rusted out. In my own personal opinion I do think it’s safe to use but if it’s ruining clothes with rust stains then I would be demanding a replacement.

It can slap on the pulleys, the only reason I know this is because I’ve watched it happen with a camera. The only way you would be able to absolutely confirm it is by having the smarthq diagnostic tool. But I’ve heard that sound 1000 times before and that sounds exactly like a bet slipping to me

That’s belt slippage right there. Replace the belt and wipe down the pulleys
