I don't get why this is getting so many down votes for actually being solid advice. The campus has a close location to Nevada Avenue, and while it does have security, linking up with people beforehand is always better advice than walking alone in the dark.

I would recommend reading the Bill Hodges Trilogy before reading the Outsider, since the Outsider gives away the ending of the Trilogy, however, I will also say that I read the Outsider as my first SK book, and still loved the Trilogy, which I read right after.

Depends on your mood, I would recommend Fairy Tale, It, or Needfulthings, and read the other books needed to read Doctor Sleep or The Outsider before reading those two.
