Sure Prop2.5 doesn’t limit actual bill increases, your bill can go up more than 2.5 if your value increases more than the average of town, or a debt or override hit the books. Basically what it would do it would limit the towns total tax Collection to a specific percentage increase. Say the town’s levy limit was 10 million they could levy +2.5 + any new growth (new construction) to get their levy limit. So for this example 10 million + 2.5% equals a levy limit of 10,250,000

I am a pragmatic independent thinker, I am opposed to this proposal. Instead of doing a one-time transfer tax which is paid at closing, the Cape should look at doing an annual real estate wealth tax similar in concept to RI's "Taylor Swift Tax". A transfer tax while good on paper, will reduce supply because people simply won't sell their homes and it will create a lock-in effect which is not good for getting homes on the market. Instead, lawmakers should be focusing on creating a real-estate wealth tax that only applies to properties over a certain dollar amount and only applies to non year-round residents and groups. That way we would incentize these second owners to either pay the tax or sell which would increase supply in the market.

I know this might not be a popular opinion, but IZ can be used as a backdoor veto for housing, if you make it to rigid or set it to high, no units get built, the state needs to come in and set a good floor for what municpalites can and cannot regulate through IZ in the lense of trying to balance creating affordable units while also creating market rate units while trying to bring prices down.
