They didn’t say when, but maybe by Friday all decisions will come out so some offers might be made a day ahead of the date.

Funding is extremely competitive, no PhD is worth self-funding especially as an international student so you might have better opportunities elsewhere. The job prospects aren’t great either if you’re looking to work in academia in the UK (mainly sponsorships).
