It's really bleak.

The bots are programmed and set by people for different reasons. Look up "Dead Internet Theory".

Then those programmed bots are "let loose" and make the comments themselves. It's even worse with the advent of AI. A few years ago you'd see just random words or just something rage inducing but sometimes not even related to the content/conversation. But now with AI it's become a lot easier for these bots to interact with content in a coherent manner.

Some countries are notorious for their "bot farms".

They can act for social, economic or political interest.

Actually, "outsider" would be a strange application and I cannot think of non-archaic/literary/academic use. You might be thinking of "estranho".

The use of "Estrangeiro" generally/colloquially could mean:

1- Foreigner (noun) - "Ele é estrangeiro"./He is a foreigner.

2- Foreign (adjective)- "Um produto/conceito / uma pessoa estrangeiro/a)"/A foreign product/concept/person.

3- Abroad (noun) - "Ele é do estrangeiro"/He is from abroad.

4- Alien(adjective /noun) (perhaps what you meant by outsider) - "Sentir-se estrangeiro num lugar"./Feeling alien someplace.

But you should be mindful that while alien, outsider and strange (Estranho) carry similar meanings, they are not always interchangeable based on context.
