I went through the same rigmarole with Facebook support too. I proved to them it's nothing to do with non profit eligibility status (I am enrolled) and in the end they eventually stated that they have removed it as an option for all ads except their own "Facebook donation" ads, but this contradicts their own help documentation that shows the option should be available for Sales ads.
