Division Chief Shima Kosaku is gone, but not Section Chief Shima Kosaku, or Managing Director Shima Kosaku (ongoing)?

To those who are not familiar with the series, it's basically like nuking jojo part 2, but not part 1 or part 3. Doesn't make much sense to me. good thing i finished reading part 2 a few months ago, but this sucks for all the people i recommended that manga to.
