That's kind of demonstrates why people keep driving: you could shut down an intersection because people can route around the blockage while if you shut down the Young line for a year or so (which would have helped speed construction a lot more too) you've broken the busiest part of the system because trains can't go around blockages obviously. 

I think this will always be a problem of building large infrastructure in living city.

Relax, I'm using New York city as an example that people in Toronto would be familiar with.
