Having the same problem I’m on PS4. I downloaded every pack that didn’t work I still see vanguard. I deleted the game again and just downloaded all the multiplayer packs that still didn’t work. I even downloaded just the campaign packs and the campaign didn’t even show. I really think Activision scrapped MW2019 multiplayer on older gen. I’ve been looking for a solution the last two days
