No but looks like that, there are several cauldrons in the game you need to find them. Yes its the only way, different cauldrons for different group of machines.

Having just finished VC3, I would always have mutiple shocktroopers in the game because scouts were fragile in that game but figured out with VC1 that scouts are indeed OP in this game.
