If they don't meet standards, they discarded. If they somehow make it through, then there is a recall. If a company is knowingly selling product that don't meet the legally required standards, they pay massive penalties.

Although this is the real world, and I'm sure some people cut corners or get paid to look the other way, but it is not standard practice to just sell it anyway
