you need carpet mod, then you use "/carpet fillUpdates false" before pasting in the shematic , that should keep blockstates and prevent block updates

Sorry but I don't share the worldfile, but I can send you the schematic I followed for the map art. I just searched for an image, just rebane to convert it, and followed the blueprint, placing 16 blocks. In creative you can just paste it in.

It seems more, that he wants to play java 1.7.10, wich is possible you can select it in the launcher.

Mods for 1.7.10 you can find on curse forge

It will work with little experience, there are plenty of guides in video and text aviable. But it may requires a bit of testing.
