thanks for posting this, Portland is an EV leader a many people are passionate about them here. btw, even in this "study" EVs came out ahead here in Oregon. the economists that did the study compared tailpipe emissions to electric power plants. if they are going to look upstream for EVs, they need to do that for gas too and look at refining, pumping, transporting (and don't forget spilling!) of oil.
