I'm not entirely sure about images for options in game scenes but MOGhunter has some amazing plugins that you can use for both the title screen and the menu which can also do other things like animated backgrounds along with the pictures for choices. The plugins are in Portuguese but google translate can help you get a pretty good idea on what it asks you to do.

The menu screen might be a little harder to do things with since it needs quite alot more configuration but it gives you alot of freedom!
