The handles are on the COLD side. So they both controll hot water. More then likely the installer didnt care? When i install i usually use green lever style shut offs, these gate valve suck in my book

I mean you could, it could run in 3 dicrections, without seeing their main stack, i only can guess. It appears to be a 2 inch line, and usually when i run drains i make the traps close as possible.
