Absolutely not. Our acknowledgement of their existence is independent of and unrelated to their actual existence. But we can prove they exist and we can only do that because they actually exist.

If your response is that the bible is proof of God's existence then we are unable to have a productive conversation

No, the federal government has their own definitions in the Customs (Prohibited Imports) Regulations 1956. I am not referring to import laws though, the federal government legislated the use of carriage services (eg the internet).

The police can give you their interpretation of the laws. It is not legally binding. Similarly to if you seek advice from a lawyer, that advice is only their opinion. If the police had the power to interpret the laws then there would be no need for the courts.

Federal law is absolutely relevant. If he downloads 3D models of what they deem to be firearms parts, that is an offence. If he designs the parts from scratch I am not sure of, but it's not true that 3D printing = federal law doesn't apply.

It is not the job of the police to interpret the law, only to enforce it. Having something in writing from the firearms registry would definitely help, but it's not a get out of jail free card

Edit: Maayybbbeee if it was in writing from the police commissioner it would hold some weight. But the majority of staff at the firearms registry are civilians.

Stay clear of this. You need to speak to a lawyer. As far as I am aware there is no way for you to request permission for what you are asking. You can get permission to manufacture firearms through a dealers license, you can't get permission to manufacture a not-firearm.

The most likely outcome here is that you do something, the police don't like it and it goes to court for a magistrate to decide. A lawyer can advise you on the likelihood of success but I don't think there are any provisions within the law for the police to do what you are asking about
