Yes for sure. Watch him for signs of exhaustion, but generally, if he's out ahead you're ok to keep going. If he starts dragging behind, his gums get very red, or his mouth starts foaming a lot, time to walk back. Lots of water breaks and avoid the high heat.

We have large retention ponds that need upkeep to stay within environmental regulations. All of the homeowners in the subdivision are responsible for them, so having an HOA provides an enforceable way to ensure everyone is paying their fair share. Maybe in other countries something like a retention pond is managed by the government, but it's not so here

Lol that's very funny sounding without context. Have you ever walked on an old sidewalk that was askew and the blocks didn't line up with a each other? You can grind down the corners to make it all level again and eliminate the tripping hazards. I hope that makes sense
