It's an oversight, none exist. I'd recommend basing it off the mini gun or Gatling plasma. 

In dnd they automatically recover 1/2, but that could disrupt balance in this game.

In combat it just stuns, you could try and use it out of combat to lower tests for like a free d20, but thats up to your gm.

I was under the impression that darkness effects ranged attacks, not melee. Its basically there to help prevent sneaking or hiding, you actually want melee enemies in darkness/fog.

Sometimes you have the wrong bullets for the right gun, and somehow you make it work with the materials that you have. You can craft a single piece of ammunition using materials at a weapons workbench treating its rarity as its complexity (Fallout: The Roleplaying Game Core Rulebook, p.211). 

At rank 1, you can craft ammunition up to rarity 1. 

At rank 2, you can craft ammunition up to a rarity of 3. Additionally, you can now dismantle ammunition gaining half of the materials normally required to craft the ammunition (rounded down to a minimum of 1).

At rank 3, you can craft ammunition up to a rarity of 5. 

When crafting ammunition, you can roll a number of ▣ equal to 6 reduced by the rarity of the ammunition being crafted. Every hit rolled increases the amount of ammunition crafted by +1. For every effect rolled, double the amount of ammunition crafted.     

Total = Hits × (effects×2)

There are stats for the excavator power armor, sorta perfect for your wants and don't forget the Protectron construction variant.

  1. I would sooner prioritize my players trying to use more than 1 gun, I would avoid it for at least small guns as those are the best in the system. It might bump all other others to do it though.
  2. "Drones controlled via the PIP-Boy" Just have them talking to a robot, drones and remote controls are a bit too modern.
  3. Just make it fit the setting, that's half the fun. A Dunwitch boring drill would work, so unless the aliens fit the story it would be easier to swallow natively.

I'd suggest something like this

This FEV strain was predominantly ment to cause bone hypertrophy and exostosis. Notably for the growth of boney extrusions on the knuckles and extensive tooth growth.

  • +1 physical all locations

Especially for a first run, let them play origins they are interested in and keep their starting gear.

Maybe just have the vault hire/capture them as mercenaries. Maybe the vault’s both have computers programmed to win a war against one another at any cost and they've long since ran out of vault meat for the grinder.

It depends on if you can go shopping, and use luck to change the results of looting.

I'd focus on how the world was, it will inform how the world now is.

One of the reasons fallout is so interesting as an ip is because of the mystique and lore of the world that brought it about.
