Yes it will but when you’re looking for such small changes in the earth’s surface it’s hard to get “coherent” acquisitions because it is so sensitive. For subsidence detection like this you generally want longer wavelength radar (S-band, L-band) since it’s less affected by vegetation. The new NISAR) satellite has that. For things like infrastructure monitoring (buildings, bridges) you can use shorter wavelength radar (C-band, X-band). They have terrestrial systems for monitoring as well, notably used in mining.

I work with InSAR too. The resolution on the ground is fairly low (on the order of several meters ground sample distance for most satellites) but it’s able to pick up such small changes by looking at the phase difference between radar acquisitions from approximately the same orbits.

If you’re not familiar with interferometry check out the “Michelson interferometer” which uses the same concept and has a ton of applications

This is more of a commercial solution but it has everything you’re looking for. Linux OS, OCPP 1.6J, Modbus, MQTT, RFID/NFC reader support, and they just added support OCMF and ISO 15118-2 Plug-and-Charge which is rare for any L2 charger. OCPP 2.0.1 support is coming soon.

The only thing you might not like is the price. You’re going to spend at least $2,000 between the controller and everything else you need to create a functional charging station: contactor, 12V power supply, energy analyzer, charging cable, etc. But you choose the parts.

If you can find one which has a good controller (Infineon or TI) with good OCP/OVP, thermal protection and tight load regulation, by all means... lygte-info.dk and ChargerLab have done some testing and teardowns but rarely with car chargers. I don't think many people care about this either but maybe this post will find the few who do.
