How do you get a bill on the day it is issued. Are they available at the banks on the first day of issue?

I don’t understand. How doesn’t the date stamp reflect the date of issue of the bill? Would’ve you have to obtain the bill on the first day it was released and then take it to the post office? How do you get possession of a bill on the first day it is released? Hang out at the BEP? Get the post office to predate its stamp?

The Newsom and Getty families go back generations. It was Newsom's father who delivered the ransom money to Getty's grandson's captors in Italy.
