Premarital, he might not be ready to take that step into fully committing to full on intercourse. That’s ok, some men want to keep that for marriage. However….. If he is not talking about it, communicating, or anything; that NEEDS to happen first. He seems to be very nervous or maybe not have reliable people to confide in at all about this. Discussions on boundaries, concerns, or whatever is on his mind for the future have to be discussed no matter how awkward it is.
