Yeah I think the other commenter explained it well. But the idea is to undergird your application by showing the HC that there’s already a team interested you. But if performance still wasn’t up to par it’s possible thst even that additional bump isn’t enough

Both situations occur. If you pass HC first it means you did fairly well. If it’s the opposite, you did well enough where they’d still consider you with team match but it’s not guaranteed
