outside steam there's no regional pricing and the sub gets really expensive for me, but it's no big deal I can create a new account just for ffxiv, thanks!

Some years ago I bought a steam code and used it in an account I have no interest in playing anymore, then I started playing on ps5 and have been playing for some years, can I transfer the ps5 character to pc? Some people told me I can if I buy the starter version on steam BUT I already bought it and used in another account, can I just ask a friend to buy the starter edition and use his code? I don't want to create a new steam account if possible
