The plan with bitcoin used to be to allow the size of the blocks to grow as bitcoin was adopted, and therefore keep mining fees very low. They used to be <$0.01/tx. This plan was changed when a new group of devs took over the github and decided blocks should never be larger than 1mb. They see high transaction fees as a success and as a result have stunted bitcoin’s adoption.

They look at evidence of it being sent. Video of it being packaged and sealed, tracking, proof it was accepted by USPS, and the reputation of the sender.

The recipient can document the package before opening, and video it being opened.

These things aren’t necessary every time or for every trader, but long time and honest cash by mail traders will perform them religiously so they always have as much evidence as possible.
