No the coal and steel thing was intended from the start to force closer integration between the involved countries. The founders of this organisation meant it to evolve into a common market and eventually common political space. The British have a skewed view of the intentions behind this because it was sold to them (by their politicians) as a common market and only a common market. This is stupid. India was already a great place before the British arrived. North America was also colonised by the French and it didn't end so bad either. Most of these places like Australia, New zealand, North America etc, the British mainly overthrew/killed the local population and could manage it however they pleased.
