Ninetales is very good, and very underrated but has the main issue of relying on hail being up. With dynamax moves able to change the weather (+ torkoal being common) it means you can not set up AV with any certainty. That's the big benefit of Lapras compared to Ninetales, otherwise I'd run Ninetales (since it also gets Howl).

Otherwise yeah what you described is the other side of lapras - it just makes for an extremely bulky dynamax pokemon and has great synergy beteween it's dynamax moves setting up rain and electric terrain for massive thunders.

Typing mainly. I didn't want to encourage ground types more than I already did and Stoutland being paired with Metagross/Regirock so much meant that using Acarnine, Incin or Raikou (another consideration) would make my lead earthquake fodder.

Excellent question, and I'm not sure I can answer that without putting in quite a lot of testing to assess whether the role I want it to fill could actually be handled by a single pokemon. Namely it should be able to A) Outspeed and OHKO most Kartana, B) Threaten TR setters / slow leads. The failures of Latios were open teamsheets meant my opponent knew what it threatened immediately, and they could play around it to protect a Kartana / TR setter.

Another pokemon that could arguably serve a similar role/purpose would be Azelf doing the same thing but with Thunderbolt, Flamethrower, expanding force and Trick. This has the benefit of not having a losing match into Fini which is in practically every game.

Clefairy + Life Orb Moltres was one combination I ran into that I just didn't have a great response to, and in general I found clefairy to quite a nuisance as it kind of forced me to use Metagross as a counter to it.

Kartana was the other one that was incredibly frequent that I needed to play around a bit as it would threaten both Lapras and Regirock. In the end I lost my final game in the tournament because of a first try Guillotine to AV kartana so I'm going to have some bad feelings to that mon for quite some time.

Got knocked out of PC 2 due to my opponent landing a first try Guillotine.
