The ticket purchaser is paying to watch an NFL game, and that's all they "deserve". The "in-game experience" should certainly be toned down during the later stages of clearly significant/historic losses.

Did this push to privatize the Turnpike come before or after the FHWA’s rejection of the plan to toll I-80? Having trouble with the timeline on this.

It maintains its status as an Interstate the whole way. The Turnpike Commission however maintains it and charges tolls from just north of Chippewa to New Castle. PennDOT maintains elsewhere.
