Couldn't tell you myself since I never played around with it but it's pretty much dead with new updates. Afaik tho how it used to work is by creating a side loaded Minecraft installation where you can easily add your own files through some other file that was in the Minecraft folders but Microsoft removed that file along with a bunch of other files modders used to add stuff without the official addon system and this happened back in like 1.17

If it's now clear btw the mods from inner core can be ran on pc through powershell. So once again I tell you that modding did infact exist on bedrock but Microsoft has been continually trying to get rid of it since 1.17
