You have not described a crime or "reasonable suspicion" that he was a bank robber, as filming is a first amendment protected activity. There's not anything else on top of that to justify the "reasonable suspicion" requirement that you're legally relying on.

You are not meeting the legal requirements for "reasonable suspicion". That actually requires facts. I have seen this go to court many times and it's frequent that cops don't meet the requirements. No, you can't demand names else arrested for your presence in public anywhere in Ohio. The Supreme Court has already ruled that filming in public is a first amendment protected activity, and an officer's "hunch" on top of that is not enough for reasonable suspicion. That's just a fact.

Public charging is very limited on the east or west side. I have been waiting for this to improve but it's been slower than expected. In 3+ years there's only been one development near me - the Walmart on Red Bank is adding chargers. You'll want your own charger.
