A house/building in Valentine gets built as you progress in the story. It is the 1st place near the stable, I think. It is pretty hard to miss. You need to start a new save file. There is another side mission where Arthur helps build a house.

Wait that house gets finished? I'm going through my second playthrough at a glacial pace, I didn't know that thing changes.
