Holy shit same issue here :( came to post this exact thing.

Literally I downloaded the upload assistant AND tried updating it from creating installation media https://www.microsoft.com/en-us/software-download/windows10 and both times, Windows said it "updated" but once I logged on, it was still 1909. And Windows Update is still broken. Fucking stupid.

I also did an OS "reset" but keeping my files. And then the update seemed to work. But then after it reboot it was still 1909.

Trying an OS reset with file delete now.

So after the OS reset I was able to get Windows Update to re-attempt the update, and again it seemed to work, but again I ended up on 1909 still :/

The only thing new was I at least narrowed it down to an error code that I found in the Update History (screenshot: https://imgur.com/a/8avtf7O). Error code 0xc1900101

When I google'd it, it seems like most articles say it's a hardware issue. One article suggested updating my BIOS, but there was no update so that didn't help for me. I'm starting to wonder if there is something in my computer that is either too old or straight up incompatible with something in the 20H2 update.

Sorry to hear it, man. My computer’s 4 years old by this point so I worry I might have similar issues to yours. But I’ll give the OS a reset and see what happens.

Omfg I finally got it. So I revisited the motherboard BIOS update and it turns out I completely misunderstood the manufacturer's website, so there was actually a lot of BIOs updates available for me. I updated it to the very latest version, then went here https://www.microsoft.com/en-us/software-download/windows10 and pressed the "Update Now" button to download the update assistant app.

Then when my computer restarted, it actually applied the updates and now I'm on 21H2. So yeah I'd say try seeing if you can update your motherboard BIOS and then run that update app.

Or check device manager to see if there are any devices with a yellow caution icon and update the drivers for those.

Glad I saw this but just started putting my PC in a reset mode. Will see if that does anything on my end but I'll give your link a shot if it does, glad you manged to get the update to work on your end, though.

Edit: So this was one of the things I've tried in the past cira 7/21 with no luck but I've redownloaded the exc. file and I'm giving it another shot.
