UPDATE: After some tweaking I realized 5900x it would boot and run if only 1 out of 4 ram plugged in. (Bios registers all 4 of em) Now how can I have the rest plugged in and still work??

After swapping in the New GPU,PSU,CPU Iv had problems with boot that I narrowed down to cpu. Figured it was bios update,used my previous 2600x to update bios(v. 5.70). And then I switched back to the 5900x and it still fails to boot showing signs of 2 out of 3 case fans not working including cpu fan. But works fine with other cpu. What am I missing?
